[摘要]业经过多年的，已经成为国民的重要组成部分。但旅游环境建设的相对落后导致了旅游业发展中市场秩序不规范、管理无章可循和法制观念滞后的现象比较突出。本文从中国旅游法律环境的组成结构入手，探讨其发展中存在的，提出建设性的意见，供业内和相关行业人士。
